Martyn's Law planning for venues and events

Protect Duty planning built for venues and events,

not spreadsheets and PDFs.

Martyn's Law asks venues and events to plan how they would protect the public and reduce harm from an attack. OnePlan lets you map your site to scale, plan your evacuation, invacuation and lockdown procedures, position your safety measures, and share one clear plan with your team, stewards, the local authority and responders. When the site changes, everyone sees it live.

Whatever your venue, plan your Protect Duty in one place

From a standard tier venue to a major event, OnePlan helps you map, plan and document the measures Martyn's Law asks for. One easy platform that scales with your site, your team and your partners.

Venues and public spaces

Stadiums, arenas, theatres, museums, shopping centres, visitor attractions, hospitality and places of worship. Map your space and plan how you would protect the people in it.

Events and festivals

Outdoor events, festivals, parades, markets and temporary sites. Plan crowds, entrances, search lanes and safe areas to scale, and reuse the plan next year.

Standard and Enhanced duty

Whether you sit in the standard or the enhanced tier, plan your procedures on one map, and for the enhanced tier, produce the documented security plan the law asks you to keep.

OnePlan is used for Safety Advisory Group submissions, licensing and permit plans, steward and staff briefings, and planning with your local counter terrorism security adviser.

One live plan

See your whole site, and show it's planned

Map your venue or event to scale, then plan your evacuation, invacuation and lockdown routes, mark safe areas and muster points, and position barriers, search lanes and cameras where they actually fit. When something moves, everyone sees it live, so your plan is always current and ready to show.

Toggle layers per team · lock what shouldn't change · share a secure view only link with your SAG, responders or the regulator in one click.

How it helps

From scattered files to one plan you can evidence

Martyn's Law asks you to plan, document and keep your procedures current. OnePlan keeps it all on one accurate map your whole team can work from.

Map your site to scale

See real distances, crowded areas and pinch points, so your plan reflects the space as it actually is.

Plan evacuation and lockdown

Draw evacuation, invacuation and lockdown routes, mark safe areas and muster points, and check they make sense on the ground.

Position your measures

Place barriers, search and screening lanes, cameras and signage where they fit, and see the coverage before the day.

Document your plan

Export a clear plan to scale and a full inventory to evidence your procedures and, for the enhanced tier, your security plan.

Brief your team and stewards

Give every steward, staff member and partner the same current plan, with roles and positions marked.

Keep it current, year on year

Update a living plan instead of rebuilding it, and reuse last year's event as this year's starting point.

A planning tool, not a compliance shortcut

OnePlan helps you plan, map and document your Protect Duty measures clearly. It doesn't replace professional security advice or sign off your compliance. Use it alongside official guidance from ProtectUK, the SIA and your counter terrorism security adviser to prepare and evidence your plan.

OnePlan enables me to plan security at venues in the most efficient way, and sets me up with the right plans ahead of the Martyn's Law legislation.

Questions, answered

What venue and event teams ask us

What is Martyn's Law, and who does it apply to?

Martyn's Law, the Terrorism (Protection of Premises) Act, asks qualifying premises and events to take steps to be prepared for, and to reduce the risk of harm from, terrorist attacks. It applies to many venues and events above set capacity thresholds, and is split into a standard tier and an enhanced tier. Check the current thresholds, dates and duties on ProtectUK and gov.uk, as guidance is still being rolled out.

Does OnePlan make us compliant with Martyn's Law?

No. OnePlan is a planning and documentation tool. It helps you map your site, plan your procedures and measures, and produce a clear plan you can share and evidence. It works alongside official guidance and your security adviser; it doesn't replace professional advice or sign off your compliance.

What's the difference between the standard and enhanced tier?

Broadly, the standard tier focuses on having clear procedures to reduce harm, such as evacuation, invacuation, lockdown and communication. The enhanced tier, for larger premises and events, also asks for measures to reduce vulnerability and a documented security plan. OnePlan helps you plan and document both. Always confirm the exact thresholds and requirements that apply to you on gov.uk and ProtectUK, as detailed guidance is being rolled out.

How does mapping help us plan for the Protect Duty?

Everything is to scale on a live satellite or street map, so your evacuation routes, safe areas, search lanes and crowd areas reflect the real space. Outline an area and OnePlan returns its size and a safe crowd capacity, which helps you understand density and plan your procedures. You can then export a clear plan to brief your team and evidence your preparations.

Can our whole team and our partners work on the plan?

Yes. Your security team, stewards, the local authority, your counter terrorism security adviser and responders can all work in one live plan, with access set by role and password protected view only links, so everyone sees the right level of detail.

Do we need CAD or mapping skills?

No. OnePlan is drag and drop and you can be mapping your site within minutes. It was built for operators, not engineers. There's a free OnePlan Academy course if you'd like a hand getting started.

Can we reuse our plan every year?

Yes. Save any site or event as a reusable template drawn to scale, and update it instead of starting again, a living plan that stays current right up to the day.
